Ms Indranee Rajah is the Minister in the Prime Minister’s Office. She is also Second Minister for Finance and Second Minister for National Development.

Ms Rajah is the Leader of the House for the 15th Parliament and Member of Parliament for Pasir Ris-Changi GRC.

In the Prime Minister’s Office, Ms Rajah assists Deputy Prime Minister Gan Kim Yong in the National Population and Talent Division and oversees the Marriage & Parenthood portfolio.

Under her Finance portfolio, Ms Rajah is involved in the development of the Government’s fiscal policies, including chairing the Green Bond Steering Committee, which looks at Singapore's Green Bond Framework. She also oversees the:

• Development of Professional Services in the legal, accounting, built environment, design, consulting and marketing sectors to harness cross-cutting growth opportunities domestically and externally; and
• Infrastructure Asia, the Singapore government platform that connects infrastructure demand and supply in the region.

As Second Minister for National Development, she is involved in the formulation of Singapore’s housing and development policies. She also assists in overseeing:

• The Centre for Liveable Cities and the World Cities Summit;
• The professional services in the built environment sector;
• Review of Singapore’s long-term land-use planning for urban development;
• Strategies for sustainable housing; and
• Policies guiding Singapore's transformation into a City in Nature.

Ms Rajah currently co-chairs the Taskforce for Architectural & Engineering Consultants, which was established to identify strategies to strengthen and promote growth for the professional services in the Built Environment sector.

Ms Rajah is also a Senior Counsel and was a practising lawyer before taking up political office.

Kok Keong is the current Chairman of the Council of IVAS. He is also a certified Chartered Valuer and Appraiser (CVA) by the Institute of Valuers and Appraisers of Singapore (IVAS).

Kok Keong has been involved with IVAS since its inception as a Work Group in 2013 during which the Institute made meaningful progress to promote and develop the Business Valuation (BV) industry in Singapore. This included the launch of the CVA Programme, Asia's first professional BV qualification, as well as spearheading the provision of technical advice to regulators such as ACRA and SGX RegCo.

Kok Keong provides M&A advisory services to his clients in respect of their Mergers and Acquisitions (M&A) transactions, due diligence, restructuring, Purchase Price Allocation exercises, asset impairment reviews and employee stock option valuation. In addition, Kok Keong has also acted as expert advisor and/or witness to several litigation cases involving valuation matters. The total transaction value of the deals he has participated in to-date is above US$100 billion.

Kok Keong graduated from the Nanyang Technological University with Bachelor of Accountancy (Hons) degree. He is a Chartered Accountant and a member of the Institute of Singapore Chartered Accountants (ISCA).

Lim Hwee Hua was first elected to the Singapore Parliament in December 1996 and served till May 2011, last as Minister in the Prime Minister’s Office, Singapore, and concurrently as Second Minister for Finance and for Transport. At the Ministry of Finance, she restructured the Accountancy profession and at the Ministry of Transport, she corporatized Changi Airport.

Between 2002 and 2004, she was Deputy Speaker of Parliament and Chairman of the Public Accounts Committee. Prior to joining the Singapore Cabinet, Hwee Hua enjoyed a varied career in financial services - investment banking and management – at Swiss Bank Corporation (1989-1992) and Jardine Fleming (1992-2000). At Temasek Holdings (2000–2004), she served as Managing Director where she oversaw divestments, restructured companies and boards, established strategic relations with key foreign counterparts (including China) and sat on boards (including PSA, Keppel and Mapletree).

Post retirement from politics in 2011, Hwee Hua has been engaged in private equity (Tembusu Partners, Kohlberg Kravis Roberts till June 2023), financial services (Asia Pacific Exchange till March 2024 and United Overseas Bank till April 2021), sits on a few international boards (Nippon Paint/Japan, JERA Co./Japan, Jardine Cycle & Carriage till April 2024, ReSustainability/India till October 2024). Hwee Hua also advises the Omani Government and the city of Riyadh in the area of competitiveness. Hwee Hua also chairs the Board of Trustees at the International Valuation Standards Council, Cora Environment (fka SembWaste) and Toku Ltd. Up to 2025, she had lectured at the Lee Kuan Yew School of Public Policy. Between 2011 and 2014, she served on the Ernst & Young Global Advisory Council.

Cindy Tan is Chief Executive Officer and Executive Director of GMO Singapore Pte. Limited, where she oversees operational, compliance and governance matters for the firm’s Singapore office. She is also involved in GMO’s business development efforts across Asia. Prior to joining GMO in 2004, she was with Ernst & Young in Singapore, where she provided advisory and assurance services to financial institutions in the local market.

She currently serves on the Board of CFA Society Singapore as President. She is also Co-Chair of the Society’s Career Development Committee and a member of its Investment Committee. In addition, she is a member of the CFA Institute Capital Markets Policy Council and Co-Chair of the Singapore Working Group for the CFA Institute Inclusion Code.

She also sits on the Board of The Food Bank Singapore Ltd, where she chairs the Audit & Risk Committee.

Cindy holds a Bachelor of Accountancy from Nanyang Technological University. She is a CFA® charterholder, a CFA Institute Sustainable Investing Certificate holder, and a Chartered Accountant of Singapore.

Ai Leng is a Valuations, Modelling and Economics (“VME”) partner within our Strategy and Transactions team. She has been with the team for more than 20 years, focusing on business valuations and financial modelling.

She has been involved in numerous engagements, ranging from valuation of companies, businesses, employee stock compensations and intangible assets for financial reporting, tax purposes, mergers & acquisition and litigation support. She also assisted client in their capital agenda discussion to optimize the capital use and allocation within the organization.

Her clientele includes financial services, renewables, consumer products, telecommunication, infrastructure, technology and etc.

Mr Tan Kong Hwee assumed the role of Chief Executive at the Intellectual Property Office of Singapore (IPOS) and Chairman of IPOS International in March 2025. He is deeply committed to IPOS’ mission to drive future economic growth for Singapore through intangible assets and intellectual property.

Prior to IPOS, Mr Tan was an Executive Vice President and Member of the Executive Committee from late 2019 at the Singapore Economic Development Board (EDB). In his 19 years at the EDB, he was responsible for developing several industries including aerospace, mobility, design and space. He drove account management excellence and dabbled at branding, marketing and public communications as an Executive Committee member. In the earlier part of his career, Mr Tan was also posted to Tokyo and London for 6 years.

Mr Tan started his career in the Singapore public service at the Ministry of Home Affairs shortly after he graduated from Kyoto University with a Master’s degree in Electrical Engineering.

Keoy Soo Earn is an experienced practitioner and advisor specialising in strategy and transactions, with over three decades of experience in financial and risk advisory, strategy and transformation. He currently serves as a member of the Advisory Council of CFA Society Singapore.

He previously held senior leadership roles at Deloitte, including Global Consulting Deloitte Private Leader, Southeast Asia Private Equity Leader, and Southeast Asia Financial Advisory Managing Partner. In these roles, he led multidisciplinary practices spanning audit & assurance, tax & legal, strategy, risk & transactions and technology & transformation.

Soo Earn is widely recognised for his expertise in intellectual property (IP) and intangible assets. He has been recognised for 13 times in the IAM Strategy 300: The World’s Leading IP Strategists, a global ranking of leading practitioners in IP value creation and strategy.

He previously served as a Board Member and Audit Committee Chairman of the Intellectual Property Office of Singapore (IPOS), and has contributed to various committees with the Institute of Singapore Chartered Accountants (ISCA) and the Institute of Valuers and Appraisers Singapore (IVAS), supporting the advancement of valuation practices in Singapore.

He has extensive experience advising corporations, investors, and financial institutions on IP valuation, intangible asset monetisation, and strategic transactions, and has acted as an independent expert in valuation and accounting matters relating to dispute cases.

Through his advisory and thought leadership work, Soo Earn focuses on helping organisations translate intangible capabilities into measurable enterprise value, strengthening transparency, investor confidence, and long-term competitiveness in an increasingly innovation-driven economy.

Mr Gian Yi Hsen is the Group Chief Strategy Officer of Nanofilm Technologies International Ltd (NTI), a leading deep-tech company specializing in advanced vacuum coating and nanofabrication. In this role, he spearheads NTI's global growth strategies, overseeing new business development, strategic partnerships, and M&A activities across China, Vietnam, Japan, and Singapore. He previously served as the Chief Executive Officer of Sydrogen Energy—a joint venture between Nanofilm and Temasek—where he pioneered innovative hydrogen solutions to address climate change and drive energy security.

Prior to joining the private sector, Mr. Gian dedicated 20 years to the Singapore Economic Development Board (EDB). He held multiple key leadership roles, including Senior Vice President, Regional President (Americas), and Chief Information Officer (CIO). Armed with extensive cross-border experience in the Americas, Japan, and Korea, Mr. Gian was a specialist in industry incubation and was highly instrumental in launching Singapore’s space agency, the Office for Space Technology and Industry (OSTIn). He remains a fervent believer in leveraging cutting-edge technology to transform and improve human lives.

Mr Gian graduated from the University of Tokyo with a Bachelor of Electrical and Electronic Engineering degree and served as President of the Japanese Universities Graduate Association in Singapore (JUGAS) from 2020 to 2024.

Mark Teng is Executive Director of That.Legal LLC, a boutique Singapore law firm specialising in intellectual property strategy, commercialisation, and disputes.

He currently serves as Vice-Chairperson of the IP Committee of the Law Society of Singapore, where he contributes to policy initiatives involving the Judiciary, Ministry of Law, and the Intellectual Property Office of Singapore (IPOS). He was involved in discussions surrounding the creation of Singapore’s Intangibles Disclosure Framework (IDF), and regularly advises businesses on leveraging intellectual property and other intangible assets as strategic drivers of enterprise value.

Mark’s practice spans the full lifecycle of intangible assets—from protection and portfolio structuring to licensing, monetisation, and enforcement—often in cross-border contexts. He has acted on disputes and transactions involving established regional brands such as Yet Con Chicken Rice and The 1872 Clipper Tea Co., and has advised on the commercialisation and valuation positioning of IP assets in competitive markets.

Recognised by publications including Managing IP, World Trademark Review, and The Straits Times, Mark brings a commercially grounded perspective on how businesses can translate intangible assets into sustainable competitive advantage. His work sits at the intersection of law, valuation, and strategy, making him well placed to contribute to discussions on the role of the IDF in strengthening corporate resilience and long-term value creation.

Nicolas Konialidis is the Director (Asia) of the International Valuation Standards Council (IVSC). He is also the technical director of the IVSC's Business Valuation Board. He has three decades of experience in capital markets, corporate finance, and valuations.

Nicolas was previously the Managing Director at a consultancy specialized in advising, valuing, and transacting in intangible assets.

Between 2010 and 2017, Nicolas was a corporate finance advisor and Investor Relations officer for corporate clients in several industries, including Renewable Energy.

From 1994 to 2010, Nicolas spent sixteen years in equity markets in Paris, London, New York, and San Francisco in an array of functions from trading to Institutional sales for firms such as SE Banken (Enskilda), Credit Agricole and Sanford C. Bernstein, a subsidiary of AllianceBernstein.

Nicolas is a Chartered Financial Analyst (CFA) and a Chartered Valuer and Appraiser (CVA). He is an Associate Member of the American Society of Appraisers (ASA-BV).

He has lived in Singapore since 2009.

Ahmad Zubir Zahid is the Managing Partner of Value Advisors PLT, a boutique business valuation, forensic accounting and litigation support services firm, and of Zubir Chang & Co. PLT, a licensed audit firm. Since 2017, he has testified as an expert witness in over a dozen damages quantification and business valuation cases. He is also Executive Director of Thinkat Advisory Sdn Bhd, a corporate finance advisory firm licensed by the Securities Commission Malaysia.

He previously served as CFO of three offshore oil and gas construction companies and spent over a decade in financial services with PwC, CIMB Investment Bank, ECM Libra and Ethos Consulting. He is an INED of Bursa Malaysia-listed Westports Holdings Berhad, chairing its Audit Committee.

Zubir holds an MBA from the University of Chicago Booth School of Business and an MSc in Professional Accountancy from the University of London and credentials including CVA (IVAS), AM (ASA), ABV (AICPA), CFE, and Fellow of ICAEW and CAANZ. He was elected to the MICPA Council in May 2024.

Andre Toh is a partner with more than 30 years of experience in Ernst & Young, Strategy and Transactions, in Singapore. He is the Asia East Leader for Valuation, Modelling & Economics advisory. In his daily work, he assists clients in valuations, business sustainability and decision modelling. The purpose is to address his client’s capital agenda from raising to investing, optimizing and preserving capital. He has appeared as an expert in the Courts of Singapore as well as arbitration proceedings.

Andre is a Chartered Valuer and Appraiser (CVA) with the Institute of Valuers and Appraisers of Singapore (IVAS), a Chartered Accountant with the Institute of Singapore Chartered Accountants (ISCA) and a Fellow of CPA Australia. He is also a member of the IVSC Asia Committee.

Roger Loh Kit Seng is Director of Financial Advisory at Forvis Mazars in Malaysia, where he advises clients on complex business valuation matters across consumer goods, energy, financial services, healthcare, infrastructure, technology, and real estate.

An accountant by training, Roger is a Certified Public Accountant under the Malaysian Institute of Certified Public Accountants and a Chartered Accountant with Chartered Accountants Australia and New Zealand. He also holds the International Certified Valuation Specialist (ICVS) designation.

He is an active contributor to the business valuation community as a member of the Business Valuation Institute UK's Expert Network, collaborating with peers to advance professional best practices. Roger is also a published author, having written on topics such as The Interconnectedness of Control, Returns, and Valuation in Discount for Lack of Control. With a strong interest in technology and data science, he regularly shares insights on emerging trends through professional platforms to contribute to the global development of the valuation field.

Teodoro Kalaw IV is President of the Institute of Philippine Real Estate Appraisers (IPREA), co-founded by his late grandfather, Teodoro Kalaw Jr. He became a Fellow of IPREA in 2024 and has been an accredited Recognized Valuation Consultant of IPREA since 2018. He is a Chartered Surveyor (RICS) and a certified Project Management Professional (PMI).

Admitted to the Philippine Bar in 1998, he is also a member of the New York State and US Supreme Court Bars. He is Senior Partner at Kalaw Prasad & Hofilena Law and a professor of law at Ateneo Law School. In April 2025, he became the first Filipino licensed appraiser certified as an Intellectual Property Valuer (IPV) by AMAVI (France).

Teodoro is the first and only Filipino Chartered Arbitrator and Accredited Mediator of CIArb, and CIArb Fellow in both arbitration and mediation. He is President Emeritus of the Philippine Institute of Arbitrators.

Mr Kon Yin Tong is Executive Director of Foo Kon Tan Corporate Finance Pte. Ltd. With more than 35 years of experience in professional services, business valuation, corporate finance and dispute resolution, he is a Chartered Valuer and Appraiser (CVA), Financial Forensic Professional (FFP), Fellow of the Institute of Singapore Chartered Accountants (ISCA) and Fellow of the Institute of Chartered Accountants in England and Wales (ICAEW).

Throughout his career, Mr Kon has led numerous valuation engagements involving public and private companies for financial reporting, transactions and litigation support purposes across a broad range of industries. He has extensive experience in business valuations, shareholder disputes, independent expert assignments and expert witness engagements involving valuation.

Mr Kon has provided expert evidence for Courts and Tribunals in Singapore, the United Kingdom, Malaysia and Thailand, and has also served as an assessor to the Singapore High Court. He has advised both private and public sector organisations on complex valuation, corporate finance and dispute-related matters.

Beyond professional practice, Mr Kon has held several leadership appointments in the accountancy and valuation profession. He currently serves as an Audit Committee Member of the Singapore Academy of Law and a Member of the Board of Governors of SAFRA. He is Chairman of Sport Singapore (till 30 Sep 2026), Past President of the Institute of Singapore Chartered Accountants (ISCA), Past President of the ASEAN Federation of Accountants, and a former Council Member of the Institute of Valuers and Appraisers Singapore (IVAS).

Mr Kon graduated with First Class Honours in Economics from the London School of Economics.

Ashish provides M&A valuation advisory services to his clients with regard to their Mergers and Acquisitions (M&A) transactions, Purchase Price Allocation (PPA) exercises, asset impairment reviews, and other financial reporting valuations.

He has worked on deals across borders as well as across varies industries including telecom, precision manufacturing, consumer & retail, food & beverage, healthcare, power generation and infrastructure. He has advised several companies in their M&A, IP valuation and financial reporting valuation requirements. He has also advised various private equity players in their financial reporting as well as portfolio valuation requirements.

Ashish is a registered Chartered Valuer & Appraiser (CVA) and is a member of the Institute of Valuers & Appraisers of Singapore (IVAS) Council, He also chairs the IVAS Standards and Technical Working Group.

Prior to joining Kroll in November 2015, Ashish was with PricewaterhouseCoopers Singapore for 8 and ½ years in their valuation practice and has advised leading corporates as well as private equity players in the M&A and reporting requirements. Previously, he has around 9 years of work experience in India having worked both in the telecom industry – Escotel Mobile (now Idea Cellular) and Bharti Airtel – as well as with financial advisors – Lazard and Deloitte.

He is an Honours graduate in Physics from St. Stephen’s College, Delhi University, India and received his Post Graduate Diploma in Management (MBA) from Amity Business School, NOIDA, India.

Ms Qiu Wenqi is a certified Chartered Valuer and Appraiser (CVA) accredited by the Institute of Valuers and Appraisers, Singapore (IVAS), and a CFA Charterholder. She is also a member of the Standards and Technical Working Group (STWG) of IVAS.

Ms Qiu has more than 15 years of valuation experience across Singapore and the Asia-Pacific region. She specialises in business valuation, valuation of complex financial instruments, financial modelling, litigation support, employee share options valuation, and purchase price allocation.

Ms Qiu focuses on the valuation of complex securities and financial instruments issued by early-stage companies to private equity and venture capital investors, particularly in situations where limited operating history requires significant professional judgement. Throughout her career, she has advised clients across a broad range of industries, including technology, healthcare, agriculture, shipping, food and beverage, renewable energy, and real estate. She has also supported numerous transactions and valuation engagements throughout the Asia-Pacific region.

Ms Qiu holds a Master of Aspplied Finance from the Singapore Management University.
