Ms lndranee Rajah is the Minister in the Prime Minister's Office. She is also Second Minister for Finance, and Second Minister for National Development.

Ms Rajah is the Leader of the House for the 14th Parliament. She has been a Member of Parliament for the Tanjong Pagar Group Representation Constituency (GRC) since 2001.

She is a Senior Counsel, and was a practising lawyer before joining Government.

Ms Rajah assists in the oversight of the National Population and Talent Division in the Prime Minister's Office.

Under her Finance portfolio, Ms Rajah is involved in the development of the Government's fiscal policies. She also oversees the:

• Professional Services Programme Office (PSPO), to develop and promote the legal and accounting industries in Singapore and catalyse the internationalisation of such professional services;and
• Infrastructure Asia, the Singapore government platform that connects infrastructure demand and supply in the region

As Second Minister for National Development, she is involved in the formulation of Singapore's housing and development polices. She also assists in overseeing:

• The Centre for Liveable Cities and the World Cities' Summit;
• The professiona l services in the built environment sector;
• Review of Singapore's long-term land-use planning for urban development;
• Strategies for sustainable housing; and
• Policies guiding Singa pore's transformation into a City in Nature

Ms Rajah is also involved in the Forward Singapore exercise, as one of the Ministers overseeing the Care pillar. This pillar explores how to enable every Singaporean to lead a dignified and fulfilling life, and to better care for themselves and other around them. Forward Singapore is a collective effort between the Government and Singaporeans, to refresh Singapore's social compact and set out a roadmap for the next decade and beyond.

He was previously Chief Executive of the Institute of Chartered Accountants of Scotland (ICAS) for over ten years, where he led its transformation. For seven of those years he was Chairman of the Global Accounting Alliance (GAA) of the world's leading institutes, representing over one million accountants.

Before this, Anton was Chief Executive of the Scottish Qualifications Authority. He is a Trustee of the International Valuation Standards Council and Chairman of the Executive Board of the Scottish Catholic Education Service. He is an Honorary Professor of the Universities of Glasgow and Strathclyde. Anton has been a council member of the Confederation of British Industry Scotland (CBI) and Chairman of the Scottish Council of Independent Schools (SCIS).

A graduate of the University of Stirling, Anton's career began as a teacher of Religious Education.

He is married with four children, three grandsons and two granddaughters.

Kok Keong is the current Chairman of the Council of IVAS. He is also a certified Chartered Valuer and Appraiser (CVA) by the Institute of Valuers and Appraisers of Singapore (IVAS).

Kok Keong has been involved with IVAS since its inception as a Work Group in 2013 during which the Institute made meaningful progress to promote and develop the Business Valuation (BV) industry in Singapore. This included the launch of the CVA Programme, Asia's first professional BV qualification, as well as spearheading the provision of technical advice to regulators such as ACRA and SGX RegCo.

Kok Keong is a Partner of PwC Singapore M&A advisory practice in Singapore and leads the Singapore Financial Due Diligence, Valuations and Business Recovery practice.

Kok Keong provides M&A advisory services to his clients in respect of their Mergers and Acquisitions (M&A) transactions, due diligence, restructuring, Purchase Price Allocation exercises, asset impairment reviews and employee stock option valuation. In addition, Kok Keong has also acted as expert advisor and/or witness to several litigation cases involving valuation matters. The total transaction value of the deals he has participated in to-date is above US$100 billion.

Kok Keong graduated from the Nanyang Technological University with Bachelor of Accountancy (Hons) degree. He is a Chartered Accountant and a member of the Institute of Singapore Chartered Accountant (ISCA).

Mrs Lim was appointed to the IVSC Board of Trustees in June 2020 and become Vice Chair of the Board in October 2022.

In 2009, Lim Hwee Hua became the first woman to be appointed a full Cabinet Minister in the Government of Singapore. Her political career began in 1997 when, as a candidate of the ruling People's Action Party, she was elected as a Member of Parliament.

In 2002 she was appointed Deputy Speaker of Parliament and Chairman of the Public Accounts "Committee, the first woman to hold both positions. In 2004 she was made Minister of State for Finance and Transport, and in 2008 she was promoted to Senior Minister of State for Finance and Transport. The following year Hwee Hua was appointed to Cabinet as a Minister in the Prime Minister's Office and the Second Minister for both Finance and Transport.

At the Finance Ministry, Hwee Hua spearheaded the reform of the accountancy sector, reviewed Government's investments in business, and helped implement financing options for small and medium enterprises. At the Transport Ministry, she corporatised Changi Airport, helped establish a master-plan for aviation and was instrumental in expanding the International Maritime Centre.

Her ministerial responsibilities reflected her educational background. Hwee Hua went to University of Cambridge on a scholarship, graduating with an honours degree in mathematics and engineering in 1981. She then joined the Administrative Service, serving in the Finance, Education and Law ministries.

In 1989 she obtained a Master of Business Administration from the University of California, Los Angeles. In 1989, she joined Swiss Bank Corporation as an investment analyst; in 1992 moved to Jardine Fleming as Head of Research and Director of Business Development and in 2000, to Temasek Holdings where she was Managing Director of Stewardship/Strategic Relations. Whilst at Temasek till 2004, she was heavily involved in the transformation of government-linked businesses.

Hwee Hua retired from politics in 2011. She returned to the private sector, taking on appointments such as that co-chairman at boutique private equity firm Tembusu Partners, Senior Advisor to the global investment firm Kohlberg Kravis Roberts, chairman of Asia Pacific Exchange and independent director of BW Group and Summit Power. She also served as independent non-executive member of Ernst & Young's Global Advisory Council (2011-2014), member of Asia Advisory Board of Westpac Institutional Bank (Australia) (2013-2018) and honorary chairman of the Securities Investors Association (Singapore) (2013-2017).

Hwee Hua has authored two publications:
(1) "Government in Business - Friend or Foe" in 2014, which has been translated into Chinese, Portuguese and Spanish;and
(2) "Government in Business - Leading or Lagging?" in 2021.

Srividya is Managing Director & Southeast Asia Leader, Valuation Advisory Services at Kroll. She set up American Appraisal Singapore operations in 2012, which later got acquired by Duff & Phelps which has been rebranded as Kroll. She has 26 years of experience in valuations, transactions and management consulting. She has advised numerous companies on valuations for the purposes of financial reporting, transaction, restructuring, taxation, dispute resolution and financing.

She is a member of the Business Valuation Board of the International Valuation Standards Council (IVSC), the global standard setter for valuation. She is a former member of the Institute of Valuers & Appraisers of Singapore (IVAS) Council and chaired their Professional Development Working Group as well as a former member of the global Regulatory Board of the Royal Institution of Chartered Surveyors (RICS). She is a member of the Intangible Asset (IA) Disclosure Industry Working Group set up by Singapore Government agencies as well as the ESG & IA Valuation Working Group set up by ASA, CBVI, IVAS & RICS.

Selena is the Chief Economist for OCBC Bank. As Head of Treasury Research & Strategy, she leads a research team that is responsible for Treasury market research, forecasts and trading recommendations for the bank, covering fixed income, interest rates, corporate credit, foreign exchange and macroeconomic commentary. Under her leadership, OCBC's research capabilities have been greatly valued by customers and highly ranked in surveys.

She is a member of the OCBC Wealth Panel for Singapore and Malaysia, as well as a council member for the Economic Society of Singapore. She was conferred the IBF Fellow Award in Financial Markets in 2017. Her research writings has been extensively quoted and published by prominent media across print, television and radio.

Prior to joining OCBC in August 2000, Selena was with the Fiscal Policy Unit under the Ministry of Finance (MOF), and the Economics Department in the Ministry of Trade and Industry (MTI).

Andrew brings with him more than 20 years of valuations, capital markets, financial modelling and financial advisory experience in serving local, multinational and listed companies in Singapore and the Southeast Asia region.

Andrew currently leads Deloitte Southeast Asia's Valuation & Modeling Services. Outside of Deloitte, Andrew is also involved in Singapore's valuation industry, being a member of the IVAS Council and the IVAS Standards & Technical Committee. He was previously a member of the IVAS Professional Development Committee which was instrumental in the development of the Singapore Skills Framework for Business Valuation. Andrew is also a member of ISCA's Financial Reporting Committee Valuation Sub-committee. Andrew is currently a member of IVSC's Financial Instruments Valuation board.

Dr.James Ong is an entrepreneur and ecosystem builder with more than 35 years of tech industry experience. He founded Artificial Intelligence International Institute (AIII), a think tank advocating Sustainable Al for Humanity and is co-author of "AI for Humanity: Building A Sustainable AI for the Future" (ISBN: 9781394180301), to be published by Wiley.

He is CEO of Origami Frontiers, a venture building firm, Venture Partner at Delight Capital and Adjunct Professor at SUTD and AI Mega Centre. He received his PhD from the University of Texas at Austin specializing in Al for Governance and Business Process Automation.

Eric Teo is the Founding Chairman of the International Valuation Standards Council (IVSC) Membership and Standards Recognition Board, and the Institute of Valuers and Appraisers of Singapore (IVAS). Eric is a Consultant in Savills and was formerly the firm's Head of Business Valuation and Advisory practice in Southeast Asia.

Prior to this, Eric was the Executive Director of Ernst & Young (EY) Valuation and Business Modelling (VBM) practice, and has worked in both the Singapore and Australia practices. Whilst with EY, he has led the EY Asia Pacific VBM Technical Standards Committee. Eric has conducted business valuation for transactions and financial reporting for companies from various industries and his clients include SMEs, GLCs, MNCs, and public listed groups.

Apart from professional practice, Eric also sits on various boards and committees, and is actively involved in the education and professional development space. He has worked with institutes of higher learning, professional organisations, government agencies and regulatory bodies in Singapore and the region. He is currently an Adjunct Associate Professor/Faculty with Nanyang Technological University, Singapore University of Social Sciences, and Singapore Institute of Technology.

Pablo Fernandez was awarded his Ph.D. in Business Economics (Finance) from Harvard University. He also holds an M .B.A. from IESE and a degree in industrial engineering from the University of Navarra in San Sebastian

Pablo Fernandez's career at IESE started in 1985. Today he is professor of finance. In addition, he carries out extensive consultancy work for numerous firms and banks.

Before embarking on a career in academia, Prof. Fernandez was financial analyst and financial coordinator of Pepsi Cola for the south of Europe and for the Mediterranean Region.

Prof. Fernandez is a widely published author with an impressive list of book chapters, working and research papers, case studies, technical notes and journal articles on his curriculum. Yee Chuan is a Partner with KPMG in Singapore's Deal Advisory practice specialising in valuation. He has provided corporate finance advisory services covering the valuation of businesses, financial instruments, and intangible assets. These advisory services have been provided for transactions, financial reporting, listing, tax, litigation support, and investment structuring purposes.

He leads a team of quants, focusing on the valuations of complex securities and instruments issued by start-up companies to venture capital and private equity investors.

Yee Chu an contributes to the valuation industry as a member of the Institute of Valuers and Appraisers, Singapore (IVAS) Standards and Technical Working Group.

Sipei has joined DBS’ Sustainability team in January 2023. Her work includes advising and structuring sustainable finance transactions, carrying out ESG due diligence work on high-impact transactions and working with stakeholders to develop ESG guidelines and solutions.

Sipei’s current role came after a four-year stint as a DBS relationship manager covering large corporates in the maritime sector, including ports and tankers companies. Prior to DBS, she has worked for over five years in corporate finance / treasury roles across offshore marine/construction, container shipping and aviation companies.

Outside of work, Sipei leads the Nature Kakis chapter at Boon Lay, a volunteer group that organises activities for residents to raise awareness on biodiversity and conservation.

Sipei holds a Bachelor of Engineering (Chemical Engineering), Minor in Technopreneurship from National University of Singapore and is a Chartered Financial Analyst (CFA) Charterholder. She is currently pursuing a Master of Science (Environmental Management) on part-time basis.

Jiongting heads up Investment Banking coverage for Barclays in Singapore. He has over 15 years of investment banking experience and has advisory and capital markets experience across various sectors in the various key Southeast Asian markets, including ten years with J.P. Morgan. Jiongting graduated from Nanyang Technological University and had completed all 3 levels of the CFA program.

Nicolas Konialidis is the Director (Asia) of the International Valuation Standards Council (IVSC). He is also the technical director of the IVSC’s Business Valuation Board. He has three decades of experience in capital markets, corporate finance, and valuations.

Nicolas was previously the Managing Director at a consultancy specialized in advising, valuing, and transacting in intangible assets. Between 2010 and 2017, Nicolas was a corporate finance advisor and Investor Relations officer for corporate clients in several industries, including Renewable Energy.

From 1994 to 2010, Nicolas spent sixteen years in equity markets in Paris, London, New York, and San Francisco in an array of functions from trading to Institutional sales for firms such as SE Banken (Enskilda), Credit Agricole and Sanford C. Bernstein, a subsidiary of AllianceBernstein.

Nicolas is a Chartered Financial Analyst (CFA) and a Chartered Valuer and Appraiser (CVA). He is an Associate Member of the American Society of Appraisers (ASA-BV).

Mr Wayne Lee is the Founder, Chairman and CEO of W Capital Markets, which is a holder of the CMS license issued by the MAS to conduct the regulated activities of (i) “Advising on Corporate Finance” and (ii) “Dealing in Capital Markets Products”. Dr. Joanne Khew has more than 12 years of experience in ESG and Sustainability. She is currently a Director, ESG Specialist at Eastspring Investments Singapore. Reporting to the Chief Investment Officer, Joanne works across the equities, fixed income and private market investment teams to deepen ESG integration throughout the investment cycle. Her role spans the creation of proprietary ESG analysis tools, including Eastspring’s internal ESG rating tool which complements investment decision making; the design of ESG monitoring and engagement systems and ESG development.

Prior to joining Eastspring, she was Director, Sustainable Finance and Strategic Partnerships at Standard Chartered Bank where she contributed to growing the sustainable financing portfolio in Asia across sustainable debt, trade and derivative products. She was also involved in the establishment of market-making initiatives such as the Climate Impact X carbon credit marketplace. Joanne held the role of ESG Specialist at the Asian Infrastructure Investment Bank where she expanded its Sustainable Capital Markets Initiative, ensuring ESG and Climate integration across the investment cycle for capital market, loans and private equity products.

Joanne graduated with a PhD in Sustainability Science from the University of Tokyo’s Graduate Program in Sustainability Science.

Mr. Henry Tan obtained a Bachelor’s degree in Accountancy with First Class Honours from the National University of Singapore. He is a fellow of the Institute of Singapore Chartered Accountants, an ASEAN CPA, a fellow of the Institute of Chartered Accountants in Australia and New Zealand, Chartered Valuer And Appraiser (CVA) and member of Mensa. He is also member of the Singapore Chartered Tax Professionals (SCTP), Institute of Internal Auditors and Singapore Institute of Directors, a Fellow of the Institute of Insolvency Practitioners of Singapore (FIPAS), member of ISCA Financial Forensic Professional (ISCA FFP) Credential. He is an Approved Liquidator registered with the Accounting & Corporate Regulatory Authority (ACRA) and a licensed Insolvency Practitioner by Ministry of Law.

Mr. Tan is currently the Group CEO & Chief Innovation Officer of CLA Global TS Group. He is former Treasurer and Exco member of Singapore Fintech Association, Council Member of Institute of Singapore Chartered Accountants (ISCA) and President of Entrepreneur Organisation. Mr. Tan sits on the boards of BH Global Corporation Limited, China New Town Development Limited, Asia Vets Holdings Ltd, Dyna-Mac Holdings Ltd, Penguin International Limited and Trans-China Automotive Holdings Limited. Mr Song is an Executive Director and Head of Corporate and Institutional Clients at the Singapore Exchange Group, where he manages corporate and institutional client relationships. On the Corporate Client Group, Mr Song leads the team which manages the listed companies on the SGX and the global corporates that lists their bonds with the SGX. On the Institutional Client Group, Mr Song leads the team which manages asset managers, sovereign wealth funds, pension funds, and Private Banks and the Family Offices client segment.

He has more than 15 years of experience as a senior investment banker across Hong Kong and Southeast Asia, leading corporate client coverage, origination and execution of capital financing and equity capital markets transactions for several major international banks in the region.

Mr Song was the Head of Equity Capital Markets, Investment Banking, Southeast Asia for HSBC. Before joining HSBC, he was an investment banker with Merrill Lynch and Deutsche Bank.

Prior to SGX, Mr Song served as Managing Director at the Sinar Mas Group and Chief Executive Officer of an Asian infrastructure fund.

He holds a Master of Laws (LLM) from University College London.

Brice Cu joined CVC in 2014 and is currently Senior Managing Director. He is a member of the CVC Southeast Asia team and is based in Singapore. Prior to joining CVC, he was a director with the M&A and Corporate Finance team at UBS, responsible for South East Asia with a focus on Philippine transactions.

Brice holds a BSc degree in Quantitative Finance and BA degree in Economics from the National University of Singapore.

Joseph is an experienced technologist and digital security pioneer who holds multiple patents. Prior to founding V-Key, he was Head of the Cryptography Lab in the Centre for Strategic Infocomm Technologies (CSIT); R&D Manager at D’Crypt Pte Ltd; and IT Coordinating Officer for OCS Singapore Armed Forces. He designed the core technology which forms the basis for V-Key’s product suite.

Joseph holds both an MSc and BSc in Electrical Engineering from Stanford University, California, which he attended on a Public Service Commission Overseas Merit Scholarship.

Eu-Lin leads the Sustainability & Climate Change practice across PwC Singapore and she is also a member of the wider PwC Global ESG Leadership Team. She support organisations strategise, implement, assess their risk and opportunities, report and assure on sustainability matters. This includes but not limited to in the areas of carbon measurement, decarbonisation and net zero pathways, climate risk assessments, impact assessments, green and sustainable finance, sustainability strategy and sustainability reporting. She has worked in London and Singapore and served clients across financial services, government, real estate, marine, oil and gas, consumer, resources and telecommunications.

Eu-Lin graduated with a Masters in Public Administration from Harvard Kennedy School, Harvard University and is an alumnus of Harvard Business School. As a practicing Singapore Chartered Accountant, she believes that accountants can play an important role in fighting climate change and advancing sustainability in business and in the community.

Eu-Lin serves on not-for-profit boards where she is a board member and Audit & Risk Committee Chairman of a healthcare board and board member and Audit & Risk Committee Chairman of a government pre-school education institute. She is also the board member of an Institute of Higher Learning where she serves as the Audit Committee Chairman and the Chairman of its business school. She also serves on a board and committees under the Ministry of Sustainability and Environment, and serves on the MAS Corporate Governance Advisory Committee and the ACRA-SGX Regco Sustainability Reporting Advisory Committee. She is the Chairman of the Institute of Singapore Chartered Accountants Sustainability Committee which supports in capability building and technical review of sustainability reporting standards.

Group Data Office are responsible for driving value from AI & Data by capturing opportunities to generate new revenue streams, lower costs, reduce risk and improve customer experience across all areas of OCBC Group. As the Analytics CoE, we also enable other analytics teams across OCBC - through development of our next-generation analytics stack, group data strategy and empowering staff with data literacy skills.

An industry veteran with over 25 years of international experience in Analytics roles. Prior to joining OCBC, Donald led the Data Mining team at Standard Life, before working in analytics consulting at IBM and PwC Consulting.

Winnie Tham is a Director of Amica Law LLC, and has been practising in the intellectual property field since 1993. She is advocate and solicitor of the Supreme Court of Singapore, the Supreme Court of Victoria, Australia and a registered patent attorney (Singapore).

She has a multi-disciplinary background, encompassing both legal and technical expertise. She has a particular specialisation in life sciences and pharmaceuticals as she holds a Bachelor of Science (Pharmacology & Biochemistry), in addition to her law degree. She has expertise in intellectual property protection and management and her work encompasses formulating IP strategies for clients and protecting their intellectual property.

She is active in the intellectual property and legal profession, and serves on various committees. She was appointed to the Board of Directors of the Intellectual Property Office of Singapore (IPOS)in 2022, and has held leadership positions in IP associations including the Asian Patent Attorneys Association, INTA and AIPPI.

Desmond Tay is the Chief Executive Officer of GUUD Pte Ltd and steers the company's strategic growth and business development. He is an industry expert and veteran in the field of technology and elogistics with over two decades of experience and plays a pivotal role in shaping the landscape of trade facilitation and elogistics platform solutions. He co-founded vCargoCloud (VCC) in 2009 before it was rebranded to GUUD in 2020.

His leadership and vision have been instrumental in driving the evolution of cross border trade facilitation in the region with Africa. He has played a key role in the design and implementation of projects for customs and financial institutions across the globe, including East Africa Community (EAC), Mauritius, Singapore, Indonesia, Malaysia, Cambodia, Beijing, and Japan.

Before VCC, Desmond held positions such as Managing Director at BizLabs Pte Ltd, Founder and Director at Technology Genii Incorporated Pte Ltd, and Vice President at Technology 3rd Frontier Pte Ltd.
